State agencies and programs are excellent sources of information that can provide assistance for your prevention efforts.
State Agencies
These agencies are responsible for coordinating statewide efforts in prevention, and for regulating the alcohol industry.

Strategic Prevention Framework State Incentive Grant The Substance Abuse and Mental Health Services Administration (SAMHSA) awarded Connecticut a five-year grant, starting in 2004. Connecticut's Strategic Prevention Framework Initiative will develop a comprehensive prevention strategy for delivering and implementing effective substance abuse prevention and mental health promotion services that will serve as a blueprint for State and community partners.
State Incentive Grant SAMHSA awarded Connecticut a three-year enhancement grant starting in 2003.
The grant is for developing a comprehensive prevention system that is responsive to the needs of Connecticut young adults, ages 18-25 in college campus settings. The grant will provide for both planning and implementation.
Connecticut Department of Consumer Protection, Liquor Division The Division of Liquor Control regulates the alcohol industry in Connecticut.

Divison of Highway Safety The Governor’s Highway Safety Office is the primary State contact in the National Highway Traffic Safety Administration (NHTSA) Region 1. NHTSA works through its regional offices to support State programs aimed at reducing the number of alcohol related crashes and fatalities.

State Programs
The statewide programs below receive funding from federal agencies.
Governor's Prevention Partnership The Governor's Prevention Partnership was incorporated in 1989 by Governor William A. O'Neill and a group of Connecticut business leaders. The organization was given the charge to:
- Protect the strength of Connecticut's present and future workforce by leading a systemic, long-term attack on behavioral and human problems that threaten youth and adults with a particular focus on alcohol and drug abuse
- Design and implement a series of initiatives on alcohol, drug abuse and health issues in which businesses and the public sector can join to reach existing workers and youth who represent our future workers
- Articulate a multi-year financial strategy with shared responsibility by the public and private sectors to address prevention of drug and alcohol abuse and related issues that threaten Connecticut's workforce.
The organization became operational in 1990 and, within a year, more than 2,000 school districts, colleges and businesses had signed on as partnership members.
The Partnership's Mission: The mission is to keep Connecticut drug free and safe by building programs that prevent youth substance abuse and violence. This will be achieved through a partnership that brings together the leadership and skills of the public and private sectors.
Current Program Focus: The majority of behavioral problems, including substance abuse and violence, begin during adolescence; for this reason, national and state prevention efforts are primarily targeted to youth and adults. The Governor's Prevention Partnership's work is now based on six factors that have a significant influence on the development of human and behavioral problems, including:
- Parents and families who effectively manage their children's behavior and communicate with them about problems such as drugs
- A relationship with a mentor
- Schools and campuses that foster academic success
- Opportunities for young people to assume service and leadership roles
- Community and community institutions that create safe and drug-free environments; and
- Media campaigns that positively influence attitudes and behaviors.

Office of Juvenile Justice Enforcement of Underage Drinking Program The Office of Juvenile Justice and Delinquency Prevention (OJJDP) has awarded grants to all 50 States and the District of Columbia to enforce underage drinking laws, and an Underage Drinking Enforcement Training Center to provide training, technical assistance, and resource materials to the States as they implement the initiative grants.

Center for Substance Abuse Prevention (CSAP), Regional Alcohol and Drug Awareness Resource (RADAR) Network The Center for Substance Abuse Prevention (CSAP) established the Regional Alcohol and Drug Awareness Resource (RADAR) Network to make current prevention information readily available to prevention practitioners at the State and community levels.
The RADAR Network responds to the need for prevention services closer to home, staffed by people who understand the unique assets and liabilities of local communities. The RADAR Network was formed in partnership with State governments and national constituency groups. The National Clearinghouse for Alcohol and Drug Information (NCADI) serves as the national center for information and services, but the satellite centers of the RADAR Network provide local support to prevention practitioners and other community members interested in addressing alcohol, tobacco, and other drug problems.
